The Licensing Commission, the independent body that grants the licenses UCI UCI World Tour, has already ruled definitively for the 2013 season. Therefore, we know the 18 teams which will hold that category for the next season and will have secured its presence in major races of the 2013 calendar.

This year, the Licensing Commission has taken a little longer than usual to set this list, especially to deal the final berths.
